Petro Kostiv

Founder of Kostiv Cardinal

When Petro Richard Kostiv left Ukraine at the age of 18 to pursue life in the United States, he carried a profound sense of determination. Starting anew in a foreign country demanded not only adaptability but also resilience and faith in the future. These early experiences shaped Petro’s understanding of perseverance and gave him a deep empathy for those undergoing transition and transformation.

His own immigrant story became the compass that would later guide his professional mission — to help others overcome barriers and navigate change with confidence. What began as a personal journey of adaptation evolved into a lifelong vocation rooted in service, advocacy, and cross-cultural understanding.

A Global Mindset Forged by Experience

Petro’s worldview extends far beyond national borders. Having traveled to over 150 countries, he has cultivated a nuanced understanding of how law, economics, and culture intertwine across societies. This breadth of exposure allows him to approach legal challenges from a uniquely global perspective.

Fluent in English, Spanish, Portuguese, Russian, and Ukrainian, and proficient in German and Mandarin Chinese, Petro can communicate effectively with clients from diverse global backgrounds. His linguistic and cultural fluency ensures that every client interaction is informed by understanding — not just of language, but of values and context.

The Scholar of Many Continents

Petro’s academic pursuits mirror his global journey. He earned his Bachelor of Arts in History with honors from the University of California, Berkeley, where he specialized in Latin American political and economic development. His intellectual curiosity led him next to South Africa, where he obtained an M.A. in Political Science from the University of KwaZulu-Natal.

Driven by a passion for justice, Petro pursued his Juris Doctor degree at the University of Michigan Law School, where he also earned a Certificate in International Law with a focus on Latin America and the Caribbean. During this time, he worked at the Supreme Court of Argentina, gaining firsthand exposure to constitutional and administrative law.

Adding a unique dimension to his expertise, Petro obtained a B.S. in Aviation and a Certificate in U.S. Aviation Law from Embry-Riddle Aeronautical University, followed by an IATA certification in aviation safety and compliance. His multidisciplinary education combines historical insight, legal precision, and technical aviation knowledge, forming the foundation for his diverse professional portfolio.

Turning Vision into Practice

Following his education, Petro embarked on a legal career dedicated to helping others navigate complex global systems. After gaining experience in firms specializing in international law and cross-border transactions, he founded Kostiv & Associates — a firm built on integrity, transparency, and service.

Today, his firm operates across Los Angeles, Washington D.C., Maryland, Virginia, Baltimore, and Miami, representing clients in matters of immigration, business law, investment strategy, and aviation consulting. Petro’s practice is defined by his ability to provide clear strategies that blend legal rigor with cultural understanding. His clients span continents, and his work has taken him to Europe, Asia, Latin America, and the former Soviet bloc, reinforcing his reputation as a genuinely global attorney.

Law and Aviation: A Rare Dual Mastery

Few attorneys bridge the technical and legal aspects of aviation as seamlessly as Petro Kostiv. He is both a licensed private and commercial pilot, holding single- and multiengine ratings, as well as instrument certifications, and an FAA-certified flight instructor.

Beyond flying, Petro has completed specialized training in aviation insurance, aircraft financing, and accident investigation, enabling him to provide expert legal counsel to operators, manufacturers, and insurers. His unique blend of legal acumen and aviation expertise positions him as a trusted authority for complex cases involving regulatory compliance and safety.

To Petro, aviation represents more than a profession — it embodies precision, discipline, and focus, qualities that mirror his approach to law and leadership.

A Leader Who Inspires by Example

As Managing Partner of Kostiv & Associates, Petro’s leadership philosophy revolves around clarity, consistency, and accountability. He believes that success in law requires structure — every case is carefully planned, tracked, and communicated.

He leads his team with an emphasis on preparation and professionalism, ensuring that each client receives personalized attention and transparent updates. Petro’s approach transforms the often-daunting legal process into an experience defined by trust, strategy, and confidence.

Educator, Mentor, and Global Speaker

Petro’s influence extends well beyond his law firm. At the Kiev University of Law, he developed and taught a comprehensive course on the U.S. Legal System, helping students understand the practical dynamics of American jurisprudence.

He is a frequent speaker at international conferences and universities in Beijing, Rome, San Salvador, and Kyiv, where he lectures on topics including comparative law, cross-border regulation, and aviation safety. Petro’s lectures combine academic rigor with actionable insights, inspiring students and professionals to think globally and act ethically.

Humanitarian at Heart

Petro’s success has never distanced him from compassion. Alongside his wife, he sponsors an orphanage in Tanzania and supports children’s homes in Central America and Mexico. Following the 2017 Mexico City earthquake, he collaborated with the Mexican Red Cross to provide aid to over 500 families.

In 2020, he organized humanitarian relief efforts in El Salvador, providing food and financial assistance to those most affected by the pandemic. For Petro, giving back is not a gesture of charity but an expression of shared humanity — the belief that those who can, must.

A Legacy Built on Purpose

As President of the Ukrainian American Bar Association, Petro leads efforts to modernize Ukraine’s legal system and strengthen ties within the Ukrainian diaspora. He also serves as an active member of the Inter-American Bar Association and the Beverly Hills Bar Association, where he mentors young lawyers and contributes to global legal dialogue.

In every role — lawyer, pilot, educator, humanitarian — Petro Kostiv remains guided by a single philosophy: “Excellence is born from preparation, and leadership is sustained through compassion.” His life’s work continues to bridge nations, disciplines, and people — proving that integrity, vision, and empathy can transcend borders.
